INTRODUCTION:
Public Health England (PHE) is supporting the development of an Integrated Disease Surveillance and Response (IDSR) system in Pakistan. There is already a strong in-country team of public health specialists. There is an in-country lead supported by surveillance officers, health advisors and other public health professionals. As part of IDSR the team work closely with the National Institute of Health (NIH), with KP Province and other Provinces in Pakistan. The in-country team is supported by Subject Matter Experts (SMEs) from the UK, who support data flow and public health laboratory developments.
The software platform that is being implemented by PHE for disease surveillance as part of IDSR is the District Health Information Software 2 (DHIS2) which is an open source, web-based health management information system (HMIS) platform. Today, DHIS2 is the world's largest HMIS platform, used by ministries of health in over 80 countries. To further expand its pivotal role in supporting the implementation of DHIS2 in Pakistan the PHE Pakistan team is looking to hire a self-motivated and action driven Health Information Systems (HIS) Specialist/DHIS2 Implementer to support various DHIS2 implementation activities.
JOB SUMMARY:
The job description of the IT Specialist whose core role will be to support the technical implementation of DHIS2 is outlined below;
- Provide technical support in the implementation of DHIS2 in pilot districts in Pakistan.
- Achieve milestones in the PHE work-plan for implementation of the DHIS2 and any other related task assigned as per needs of the project.
- Contributes to work plan development, quarterly and annual reports and other reports summarising project implementation
- Produce a final analysis report, forms and electronic database system incorporating feedbacks.
- Metadata development based on requirements and data collection tools.
- Participate in system testing and deployment including metadata migration from development into production instances.
- Technical assessments and advisory on DHIS2 implementations to ensure proper adherence to customisation standards
- Participate in planning and delivery of both Training of Trainers (ToT) and end-user training
- Support development training materials to roll out DHIS2 for new and existing pilot districts including manuals, guides and curriculum
- Other duties may be required from time to time, including responsibilities which require working on weekends and holidays
JOB RELATIONSHIPS:
a) Reports to: In Country Senior Advisor
b) Assignments from: In Country Senior Advisor, SMEs, Senior Epidemiologist
c) Work as part of the PHE in-country team
MINIMUM JOB REQUIREMENTS:
Qualification: Master’s degree in informatics, IT, computer science or related subject
Experience: Minimum 5 years professional experience in development of online databases, providing technology-related support
Strong knowledge of DHIS2 configuration & implementation required
Demonstrated field-based support and or implementation of HIS solutions strongly preferred
Training: Any reputable/ HEC recognised institution
Skills: Computer literacy: word processing; data management and analysis software. Knowledge and experience in R, SQL Server, XML and programming
