Overseas Strategic Consulting, Ltd. (OSC) is seeking an experienced Strategic Communications Director for the proposed USAID/Ukraine Financial Sector Reform (FSR) Activity.
The purpose of this 5-year activity is to support systemic changes in Ukraine’s economy. FSR aims to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine. FSR will be implemented through four interlinked components:
• COMPONENT 1: Market Regulation and Supervision
• COMPONENT 2: Financial Infrastructure
• COMPONENT 3: Private Sector Intermediaries and Facilitators
• COMPONENT 4: Transparency and Communications
The Strategic Communications Director should have extensive experience developing communications campaigns to inform public audiences about complex concepts and change behaviors and attitudes. The Director will be responsible for developing and implementing media campaigns and public education programs in areas such as financial markets, financial inclusion, and policy reform and advocacy efforts. The Director will play a large role in coordinating with and building the capacity of Ukrainian government, private sector, and civil society partners with regards to communication efforts. This position will be located in Ukraine.
Candidates for the Strategic Communications Director must possess:
- A master’s degree in a relevant communications, economics, public policy, or other social science
- At least 10 years of relevant work experience.
- Experience implementing large-scale strategic communication and/or public relations campaigns to increase public education and stakeholder engagement.
- Excellent managerial and communications skills and proven ability building excellent collaborative working relationships with a variety of stakeholders, including in the Government of Ukraine, civil society, private sector, and media.
- Preferred experience supporting economic reform, including financial markets, financial inclusion, and policy reform and advocacy networks.
- Excellent written and verbal communication skills in English and Ukrainian and/or Russian
- Ukrainian citizen
